两大政绩:边境与再工业化

卡拉卡尼斯: 副总统先生,欢迎再次做客。这是您第三次还是第四次上我们的节目了,而且时机正好:您的任期大约过半,中期选举也快到了。能否先评估一下这两年做得好的地方,您引以为豪的成绩,然后我们再谈谈您的选民不满意的事情。先说正面的:这头两年您认为完成了什么?

万斯: 我最自豪的有两件事。第一,我们真正控制住了南部边境,而且开始扭转非法移民的流向。今天的非法移民数量比我们上任时少了大约三百万。当然还有很多事要做,但看看战后西方各国政府的历史,它们打开边境,招来边境入侵,却从来没有真正把它逆转过来,最多只是放慢速度。我认为特朗普总统是我有生以来第一位真正逆转了非法移民流向的总统。这一点我非常自豪。

第二件事,你们知道,我在这上面着魔了很久,就是让美国的制造业基础重新工业化、重新资本化。过去两党有一个共识,就是拥抱全球化,相信一个完全建立在服务业、科技和金融之上的经济体也能繁荣。而现实当然是,要有真正繁荣的经济,你还是得造东西。我认为唐纳德·特朗普比任何人都更明白这一点。重建一个国家的制造业基础显然需要很长时间,但看看数万亿美元的新投资、新开工项目和新建的制造工厂,我认为已经有明显迹象表明,过去十八个月里我们扭转了一个延续四十年的趋势。罗马不是一天建成的,要彻底消除过去四十年造成的损害还需要更长时间,但我们已经走上正轨,这是特朗普的标志性成就。我认为他将来被人记住的,甚至会比边境更重要的,就是这件事:他终结了围绕全球化的那套共识,并且真正推行了让我们重回正轨的政策。

开战与通胀:回应支持者

卡拉卡尼斯: 这两点我们都同意,也要祝贺你们,做得非常出色,这里的人都会认同。但您的选民,那些投票给你们的人,在两个问题上极其不满,我们直接谈。第一,你们承诺过不会发动对外战争,特别是承诺过不会在中东开战。第二,你们承诺把通胀控制住,但没做到,今年还是百分之三到四,看上去并不乐观。而美国人,尤其是投票给您的人,对这场战争非常愤怒。您想对他们说什么?这两个问题怎么解决?因为大家真的很不高兴。

万斯: 杰森,我理解,我也确实听到了这些声音。首先要说的是,我们欢迎不同意见的人加入这个联盟,你不必在每一个问题上都和我们一致。

具体到战争,我想说的是:总统上任时,确实希望让美国远离海外纠葛,但他同时也说过,他决心不让伊朗拥有核武器。我认为,想让美国远离海外纠葛,并不意味着永远不能动用军队去实现美国人民的目标。话虽如此,尽管我们已经大规模摧毁了伊朗的核计划,还有它的常规军力,我们看到伊朗人即便在和谈期间还在向商船开火。我认为总统在这里做的是负责任的事,就是确保世界能源市场在伊朗恐怖行径之下依然能获得石油和天然气的供应。所以我要对现在感到失望的人说,另一种选择,就是美国对中东说一句「你们自己看着办」,只要伊朗人继续向船只开火,就必然意味着一场全球能源危机,而我们知道他们一定会那么干。所以我认为总统采取的是负责任的路线:既保护美国在该地区的资产,又确保世界能源市场继续得到石油和天然气的供应。

至于通胀,杰森,我认为我们取得了很大进展。回到我前面说的,罗马不是一天建成的。拜登政府时期,通胀年化率一度达到百分之九到十二,是大约四十八年来的最高水平。你说得对,百分之三点五仍然太高,但进展是实实在在的,我们当然会继续推进。

我对美国民众,也对你们的听众要说的是:你们是想让那些已经取得实质进展、同时承认还有大量工作要做的人连任,还是想把当初制造问题的人请回来?我当然有立场,但我认为你们应该选那些真正做出了实质进展的人,同时也承认,还需要更多进展。

赤字困局与两党减支

帕利哈皮蒂亚: 副总统先生,本届政府上任时,我们很多人还对一件事抱有期待,就是解决财政赤字。市场似乎越来越清楚地意识到,长期来看这可能是美元的风险。三十年期国债收益率现在大概在百分之五点二。您怎么看?政府上台时通过政府效率部(DOGE)做过努力,但要让国会采取必要行动削减赤字非常困难。能否谈谈政府和您本人的看法:现在以及长期来看,联邦政府能做些什么来扭转财政航向?

万斯: 这是个非常重要也非常公允的问题。我一直在抓的反欺诈工作,已经为美国纳税人省下了大约两千五百亿美元,这些钱本来会落到骗子手里。放在七万亿美元的联邦预算里,两千五百亿当然不是全部,但也是一大笔钱,我们为此非常自豪。我认为我们必须继续清理政府里根深蒂固的基本欺诈和浪费。

当然,我们也需要真正的两党立法方案,才能给市场信心:不只是我们对赤字是认真的,而且但愿下一任总统和下一届国会也会认真对待赤字。我认为根本问题,也是市场此刻正在作出反应的,是一种观感:国会里无论共和党人还是民主党人,都没有认真对待债务和赤字。当然,我有立场,我认为本届政府是认真的。看看斯科特·贝森特说过的话,我几个小时后正好要见他。他说,我们要现实一点,我们接手的是两万亿美元的财政赤字,你不可能一夜之间从七万亿的预算里砍掉两万亿来实现收支平衡。你能做的是聪明地削减,同时推动增长,让经济达到一个财政赤字接近GDP百分之三的状态。是的,我们还要取得更多进展,但看看斯科特在财政部做的事,我认为我们正朝着把赤字降到可持续水平的方向走。到了可持续的水平,你当然可以从那里继续往前推进。

这确实是个非常严重的问题,也是我们高度关注的问题。我想对市场说的是,我们有一位财政部长,还有一位总统,都非常专注于这个问题,但它需要长期的解决方案,最理想的是某种两党共识。这一点还得看情况,因为说实话,国会里的很多人,不只是民主党人,很多人都没有表现出认真对待开支问题的意愿。我们必须改变这一点。

数据中心反弹源于缺电

帕利哈皮蒂亚: 我们再深挖一层。摆脱困境的一条路是增长,特别是生产率的增长。但现在有一种荒唐的局面:美国国内似乎有很多力量在拖慢我们,比如数据中心的问题。您可能听说了,昨天总统打电话进来,和黄仁勋一起澄清事实,Meta的人来了,微软的人也来了,但要把真相讲出去,简直像打地鼠一样。请谈谈我们是怎么走到今天这一步的:这些力量实际上是在撒谎或者散布恐慌,目的是夺取权力。

万斯: 这个话题我们能聊上一小时,查马斯,我知道我们没那么多时间。但从根本上说,我看到对数据中心的反弹,看到的是美国整整一代人没有建设足够电力的必然后果。我们以前也谈过这个。我经常在外面竞选,和很多人交谈。反数据中心的情绪里,确实有一些「别建在我家后院」的成分,但你也会碰到这样的人:一年前他每月电费两百九十美元,现在是五百八十美元。现实是,在那些蓝州,我们已经让新建发电设施变得不可能,当人们开始付更高的电费,反弹就来了。

我的回应是,你不能因此就停止建设。你必须去建你需要的东西,特别是电力。埃隆经常说这个,我也经常说:把中华人民共和国的发电量和美国的发电量做个比较,在二〇〇五年,他们越过了那条线,也就是说,他们的发电量在二〇〇五年开始略高于我们。从那以后,我们基本原地踏步,而中国现在的发电量是美国的三倍。我认为我们的很多问题都是这个根本问题的下游,我们必须多建,多建电力。

我认为美国必须有这样一个愿景:电力便宜到不值得计费。这才是对抗那些荒谬的反建设情绪的办法,它们来自我们没能生产出所需的电力。我真的不明白这个国家怎么走到了这一步。环保运动显然脱不了干系,但我们必须多建电力,这才是这个问题的根本解法。

AI监管:别造弗兰肯斯坦

万斯: 然后,查马斯,这自然就牵扯到更大的人工智能问题。总统在问一个很正当的问题:为什么那些站在AI经济最前沿的人,会举起双手说「我们造出了弗兰肯斯坦」,而对付弗兰肯斯坦的办法,居然是为人工智能建立一个全球性的治理架构?我要对这些人说:如果你在造弗兰肯斯坦,那就停下来。或者,如果猫已经出了袋子,那就去建对付弗兰肯斯坦的防御机制。

我和达里奥不熟。过去几周他说的每句话我都读了。我认识的所有人都告诉我,他非常真诚,这是他深信不疑的东西,不是犬儒,不是为了监管俘获(regulatory capture),他是真的在乎。但与此同时,我也和科技公司交谈,你们和科技公司的接触肯定比我多得多。就在Anthropic最新模型里那种网络攻击工具问世的同时,有的公司急需防御机制去抵御这种工具,却被拒绝了访问权限。所以,如果你要造弗兰肯斯坦,就别跑来政府这里说「我们需要监管」。向内看,接受这一点:如果你在造弗兰肯斯坦,第一,你应该停下;第二,当企业来找你说「我们需要工具来对抗弗兰肯斯坦」,把工具给他们。

卡拉卡尼斯: 这非常合乎常识。

与特朗普共事

格斯特纳: 副总统先生,很高兴见到您。总统昨天打电话进来,说明他在AI问题上盯得很紧。您在为一位可能是过去五十年来最有创业精神、最敢冒险的总统工作。我想从个人层面问一句:和一个愿意承担风险的人共事是什么感受?杰森批评了头二十个月里一些没有兑现的事,但事实是,和许多只求平稳、走安全路线的前任不同,他在冒很多险,而您得帮着解释其中的一些。我会把「特朗普账户」和主街议程都归在这一类。请谈谈跟他共事的个人体验,跟上他的精力、热情和创业劲头有多难?

万斯: 布拉德,你很了解他。他是我认识的人里睡得最少的。我睡得也不多,但肯定比他多。斯科特·贝森特和我经常开玩笑说,他会在凌晨两点半打电话来问:「你醒着吗?」我们只能说:「没有,先生,不过现在醒了,说说您在想什么吧。」他一天到晚都在工作。

不过布拉德,你的观点很对,他确实愿意冒险。你问给这样一个人工作是什么感受,第一,永远不会无聊;第二,他不断在追问,我们走的是省事的路,还是正确的路?也许这件事会招来政治上的反弹,也许收益要到两年后、五年后、十年后才看得见,但我认为这正是应有的心态。我几乎一辈子都在观察经济,有一个让我很受挫的现象:真正的创业者和经理人之间,官僚和真正有创新精神、愿意冒险的人之间,一直有一道分界线。我认为在我有生之年,看守型的总统太多了,坦白说,看守型的CEO也太多了,真正有创新精神、愿意冒险的人太少。他当然会时不时因此挨批评,但我宁可要一位愿意冒这些险、愿意接手大项目的总统。我认为要扭转美国的长期衰落,唯一的办法就是愿意冒这些险。谢天谢地,过去十八个月里,我们有了一位愿意这么做的总统。

H-1B改革

萨克斯: 副总统先生,杰森忘了问他那个惯常的、带点刁难性质的H-1B问题。

卡拉卡尼斯: 那是因为你们采纳了我的建议,把价格提上去了,这一点上我们是一致的。

萨克斯: 这是科技界关心的议题,同时我们也了解到这个项目里充斥着欺诈。这方面的工作现在进展如何?H-1B到底怎么样了?

万斯: 这是杰森·卡拉卡尼斯和斯蒂芬·米勒的维恩图交集,面积非常小。不过说正经的,我们审视了这个体系里的欺诈,然后想明白了两点:第一,国会不会通过法律去改它,根本没有那个政治意愿。那么,我们在行政层面能做些什么,来确保一家科技公司如果要申请H-1B签证,招的是真正的天才,是能显著丰富科技生态或美国经济的人,而不是用一个年薪四万五的低薪外国会计,去替换一个年薪六万的美国会计?这个项目不是为了那个目的存在的。于是我们提出了征收十万美元费用的方案。我们还在研究各种办法,阻止使用H-1B签证的公司大规模裁掉美国员工。

有一件事让我觉得非常震惊:一家公司申请H-1B,说「我们急需人手,找不到人」,你去翻它的记录,它刚裁了五千人。这太荒谬了。如果你在裁美国员工,就不该去市场上找外国员工来顶替他们。所以我们在法律允许的范围内做了很多事。有些事我们已经被起诉了,但我认为从法律和政策两方面看,我们都站得住。H-1B不应该用来拿低薪外国人替换美国工人,它应该用来丰富美国经济。这正是我们要确保它做到的。

联邦欺诈与蓝州不配合

帕利哈皮蒂亚: 副总统先生,您现在是负责反欺诈的人了。回到赤字的问题,每周我们都能看到这类视频。尼克·雪莉今天下午也在这里,我认为是他带起了这股风潮:公民记者自己去挖体系里的欺诈。每周都有新的案子被揭出来,令人瞠目结舌,动辄几百亿美元,一次又一次。加州高铁项目里,有个人什么活没干拿了五亿美元,是个在意大利拥有一支足球队的亿万富翁,我简直不敢相信。我跟踪了这些事,看得头都晕了。七万亿美元的联邦开支里,您认为有多少陷在欺诈里,陷在这种浪费和腐败的体系里?您对问题规模的判断是什么?

万斯: 我简单说两点。第一,政府效率部最火的时候,埃隆说是百分之二十,也就是一万四千亿美元。不管是百分之十还是百分之二十,都是几千亿美元的量级。查找欺诈最大的难题在于,欺诈最严重的州,恰恰也是最不愿意配合我们的州。看看那些大额的欺诈项目,比如加州的联邦医疗保险(Medicare)欺诈,涉及的是非法移民,甚至根本不是活人,就是完全编造出来的空壳身份。但很遗憾,加州政府并没有帮我们打击这类欺诈。再比如,我们知道在伊利诺伊、纽约和加州,有几十万甚至更多的非法移民在领医疗补助(Medicaid),给这些人提供医疗,显然是几十亿、上百亿美元的开销。所以最基本的欺诈,就存在于那些放任自己被非法移民淹没的州里的大型项目中。

还有一个很好的例子,我们上任开始做这项工作时,我自己都吓了一跳,就是补充营养援助计划(SNAP),也就是食品券项目,它保障低收入美国人能获得所需的食物。让穷孩子有饭吃,显然是联邦政府最重要的职责之一。但这个项目欺诈泛滥,部分原因在于它的运作方式:加州每月向我们开一次账单,报销它的SNAP开销,看月份不同,七十亿、八十亿或者九十亿。于是联邦政府就把九十亿美元汇给加州,什么都不问。所以毫不夸张地说,我们根本无从知道谁在领SNAP,他是不是真人,是不是美国的合法居民。当我们去找那些大蓝州说,「你们帮忙核实一下基本的领取资格好不好」,得到的是彻底的抵制。在核实联邦项目领取资格这种最基本的良政问题上,我们得不到任何配合。所以我的估计是,如果总数是七千亿美元,其中几千亿在蓝州,而且只要核查一下资格标准就能解决。我们正在研究一些创新的办法来强制推行。但从法律上讲,要强制蓝州配合一些最基本的反欺诈举措,比它本应有的难度大得多。

美以关系以美国利益为本

卡拉卡尼斯: JD,收尾之前我想再问一个尖锐的问题,关于我们和以色列的关系,以及总统和内塔尼亚胡的关系。共和党和「让美国再次伟大」运动里的很多人,正在转向一种新的立场:美国优先,只要美国。反犹主义在抬头,右翼中也有一种挥之不去的看法,认为我们的外交政策受以色列或者内塔尼亚胡的影响太大。能否谈谈这段关系目前的状况,以及政府在与以色列合作开展这些军事行动上的立场?

万斯: 杰森,总统说过,以色列在军事技术和情报共享上显然是重要伙伴,但美国并不总是同意以色列。坦白说,我认为他比过去四十年的任何一位总统都更愿意在他认为美国人民的利益与以色列政府的利益不一致时,和内塔尼亚胡分道扬镳。我觉得有点讽刺的是,民主党人批评特朗普和内塔尼亚胡的关系,而特朗普恰恰是四十年来唯一一位愿意说这种话的总统:是的,内塔尼亚胡是个好伙伴,但他和我在这件事上看法不同;或者,他在这件事上错了;或者,从以色列的角度看他也许是对的,但美国人民需要我们走另一条路。

所以我认为,把这段关系,像所有关系一样,扎根于美国的利益,才是进行理性讨论的方式。当你讨论的是某项政策是否符合美国利益,并且死死盯住这一点,我认为这才能让美国人民知道你在为他们而战。同时它也迫使我们理性地聚焦,逼着我们去讨论:某些东西也许在过去二三十年里听起来不错,或者已经变成了套话和口号,但现在也许该换个做法了。我认为不只是这段关系,所有关系都必须这样对待。顺便说,总统在北约问题上提出他的主张时,你也看到类似的反弹:是的,北约里有很多重要的关系、重要的伙伴,但这不意味着我们要让欧洲政策完全从属于北约,就像我们不能让中东政策从属于以色列一样。该合作的时候我们合作,该有分歧的时候我们有分歧,而我们追求的是美国的利益。这是拥有理性外交政策的唯一方式。

鲁比奥与中期选举

卡拉卡尼斯: 我知道查马斯还想问最后一个问题。在那之前,告诉我们,马可·鲁比奥这份工作干得怎么样?给他头两年的表现打个分?

万斯: 他干得很棒,我喜欢马可。杰森,媒体最好笑的一种叙事是,马可和我竞争心极强,整天坐在那儿盘算二〇二八年怎么和对方竞选总统。现在几点了?两点二十五。五分钟后我就要和马可通电话。所以查马斯得先问,我得快点答,然后马可和我就得去处理美国人民的事务了。他是个很棒的人,也是个很好的人,工作也做得很出色。

帕利哈皮蒂亚: 那就作为收尾吧。眼前有一场意义重大的中期选举。今天一份民调说共和党会保住现有的一切,明天另一份民调说社会主义者会横扫全美。局面很复杂,但能否谈谈基层实际在发生什么,以及需要传递什么样的信息,才能让人们在十一月得出正确的结论?

万斯: 我有两条基本信息。第一,过去十八个月我们做了很多好事。我们大幅减税,免除了加班费、社保金和小费上的税,这些是给美国中产劳动者的减税,而不是给华盛顿和纽约的精英。我们在边境和移民问题上取得了惊人的成功。我们推动了H-1B改革,把美国工人放在外国人前面。好事做了很多,但剩下的工作也很多。不要把权力交给制造了这些问题的人,我们正在解决这些问题。再给我们一次机会,再给我们几年,让我们继续做过去两年一直在做的这些了不起的事。

第二条,就算你不是在每个问题上都同意我们,另一个党已经被疯狂吞噬了。他们被那些想把一切都偷走的人占据,被那些想把这个国家交给非法移民和罪犯的人占据,而且他们还主动吹嘘这一点。各位,这几年在政治圈里我听过不少疯话,但当我听到纽约一个竞选国会议员的人说,七月四日是关于波多黎各和巴勒斯坦的解放,我心想,这人该送进精神病院,而不是给他一个国会席位。所以我要对美国人民说:把这些人打发走,送他们进精神病院,别送他们进国会。因为就算你不是在每项政策上都同意我们,至少我们的动力是常识和美国的利益,而他们的动力只是左翼利益集团和激进主义。如果把权力交给他们,他们会干得非常糟糕。

Well, look, I I think the the two things that I'm most proud of are first of all, we actually got control of the southern border, but started to reverse the flow of illegal immigration, which is about 3 million lower today than it was when we came into office. Obviously, there's a lot more to do, but if you look at the history of Western governments in the post-war era, they open the border. They invite border invasions, but they never actually reverse it. At best, they slow it down. I think President Trump was the first president in my lifetime to actually reverse that flow of illegal immigration. I'm extremely proud of that. I'm also proud, as you guys know, I've been obsessively focused on this.

And the reality of course is that to have a truly prosperous economy, you still have to make stuff. And I think Donald Trump understood that better than anybody else. But if you look at the trillions of dollars of new investment, the new construction, uh the new manufacturing facilities being built, I do think that you're seeing the obvious signs that over the past 18 months, we've reversed a 40-year trend. world energy markets, despite Iranian terrorism, continue to get that flow of oil and gas. And so what I would say to anybody who's frustrated right now is the alternative here, which is the United States effectively says to the Middle East, you're on your own, would mean necessarily a worldwide energy crisis so long as the Iranians keep on shooting at shipping, which we know that's exactly what they would do. So, I think the president is taking the responsible course of action. He's protecting America's assets in the region while also ensuring that world energy markets continue to get a supply of oil and natural gas. And you on the inflation, Jason, I I think we've made a lot of progress. To my point earlier, Rome was not built in a day, but you know, under the Biden administration, we had inflation, I think, at 9 12% annualized. That's the highest rate in about 48 years. Now, my response to that is you can't just stop building because of it. What you've got to do is build the things that you need, specifically power. So, you know, Elon talks about this all the time, but I talk about it, too. If you look at the amount of power generated by the PRC, the People's Republic of China, and compare it to the amount of power generated by the United States of America in 2005, they crossed the line, meaning they started to generate just a little bit more power than we did in 2005. Uh so, you know, one of the the things that I find just shocking about this is you'll have a company that applies for an H-1B and they'll say, "Oh, we're desperate for workers. we can't find the workers. And then you go and look at their history and they've laid off 5,000 people. Well, that's ridiculous. If you're laying off American workers, you shouldn't be going to the market searching for foreign workers to replace them. So, we're doing a lot within the confines, of course, of what we're allowed to do legally. We've gotten sued on some of this stuff, but I think fundamentally we're on the right on both the law and the policy. The H1B should not exist to replace American workers with low-wage foreigners. It should exist to enrich the American economy.

what's your sense of the scale of the the problem? Yeah. So, to two quick things on that. First of all, you know, Elon during the height of Doge said that it was 20%, that's $1.4 trillion. So the the the basic fraud that exists is the big programs in states that have allowed themselves to be overrun by illegal immigration.
