全球运动浪潮为何爆发

在一个物理上有限的星球上相信增长可以无限持续的人,不是疯子,就是经济学家。我们也不想让政治围绕这样一种观念展开:它要求我们的绝大多数同胞放弃他们赖以安排生活的原则。而事实证明,我们并不像有些人以为的那样,可以被无休止地操纵和预测。

最近三年,相当出人意料地,一批社会运动在世界各地爆发。它们有的是对政治不负责任的反应,有的是对经济危机的反应,有的是对血腥独裁的反应,还有的,是对一种傲慢的反应:在处理一场重大金融危机时,当权者对民众全然不屑一顾,把钱和选票从人们手里拿走,既不征询,也不理会人们的意愿。历史上屡见不鲜的情形再次出现:当重大的问题动摇了人们的生活,而制度又没有能力处理由此产生的麻烦,人们就会把事情接到自己手里。

这引发了一场席卷全球的社会运动浪潮。可以说,它始于二〇〇九年一月的冰岛,从二〇一〇年十二月起在阿拉伯国家愈演愈烈。这几年下来,参与者数以百万计,没有精确的统计,但可以肯定全世界超过一千万人,同类运动出现在一百多个国家,占领城市空间的行动发生在数千座城市。人们熟悉的那一圈:西班牙的「愤怒者」(indignados)、占领华尔街、占领伦敦,还有其他。眼下它正在拉丁美洲各处爆发,从墨西哥的「我是第一百三十二个」(Yo soy 132),到智利的学生运动,后者两年来一直在为公共教育的权利而斗争,为捍卫公共教育而斗争。

尊严:愤怒战胜恐惧

这些运动有一些共同的走向。当然,它们的动机和结果非常多样,历史上从来如此。有的为经济原因而反抗,有的为社会原因而反抗,有的是拒绝精英的政治傲慢,有的是要摆脱压在头上多年的独裁政权。但它们全都有一个根本的共同点:它们是,也仍然是,为尊严而起的运动。

对尊严的诉求,来自一种情绪的爆发,来自一种无法再忍受的处境。我所了解的历史上一切重大社会运动,都是情绪的运动。它们从压迫、苦难和剥削的土壤里生长出来,但在某一个时刻,所有这些痛苦会在某些事件中集中表达出来,让广大民众再也无法克制自己。理解一场社会运动的第一步,就是辨认出触发这些情绪的事件和要素。

在这个意义上,最重要的情绪是愤怒。愤怒在日常行为中表现为义愤(outrage),它是唯一能让人克服恐惧的东西。恐惧是行为的抑制剂,愤怒是行为的加速器。而恐惧是最强大的人类情绪,事实上,大部分社会秩序都建立在恐惧之上。克服恐惧的方式有两重:第一是触发,也就是愤怒强到足以压过恐惧;第二是建造一个保护性的空间,在那里你不必独自面对自己的恐惧,大家在一起。正是在这里,传播(communication)以强大的力量介入进来。

权力的两个来源

社会中的大多数权力关系,都围绕着控制信息和传播来组织,尤其是社会化的传播,尤其是那种有可能触及整个社会的传播。纵观历史,对信息和传播的控制一直是控制的关键要素。

我们知道,权力关系基本上有两个来源。一是暴力或恐吓,这是马克斯·韦伯的路数,权力通过强制来行使。二是说服,这是伯特兰·罗素、福柯和葛兰西的路数:让人们不必被强迫,而是被说服。就我个人而言,我认为说服,也就是对人心的塑造,是确立权力关系最重要的形式。因为建立在暴力和恐吓上的权力相对脆弱:一旦人们,一旦大量的人改变了他们的思考方式,那剩下的就只是时间问题,以及苦难问题,有时是大量的苦难,血与泪。但归根结底,没有任何权力可以永远维持,除非它建立在某种说服能力之上,或者用葛兰西的话说,建立在霸权(hegemony)之上。

有支配就有反抗

这就是我这些年观察的分析背景。社会有一点很有意思,也很给人希望:社会从来不只是一个塑造人心或强迫人服从的权力结构,它既是权力,也是反权力(counter-power)。如果说人类社会有一条第一定律,那就是:凡有支配的地方,必有对支配的反抗。事实上,社会正是这样演变过来的。

当然,对支配的反抗有时也会带来非常不好的后果。我并不抱有那种人类不断进步、走向启蒙的观念,有时候事情会朝着原子弹那样的方向去。所以这是一个美好的希望,是我们大家为之奋斗的东西,却不是一种铁律。人在每一个时刻的样子,取决于他们的神经网络如何彼此连接,如何与自然连接,又如何与那些造就社会化传播的传播网络连接。因此,传播的组织方式和技术的变革,对传播本身的变革至关重要,进而对人与人之间的连接、人通过传播网络与整个社会的关系,都至关重要。互联网之所以重要,原因就在这里。

公共领域历来就是传播的事务,既有体制内的传播,也有体制外的传播。所以,这些传播网络的变革,对于新形式社会运动的形成是决定性的。这些运动要挑战的,正是那种同时依靠强制和说服的权力。

网络社会的新型运动

在我们这个时代,这种挑战正通过一类社会运动展开:它们一开始总是以互联网网络为基础,然后发展出各种不同的形态。如果在文化和制度背景极为不同的地方,这些运动呈现出相似的模式和特征,那么我们至少可以提出这样一个假设:我们正在目睹一种新形式的社会运动,它对应着一种新形式的社会结构,也就是网络社会(network society),也对应着新形式的文化与制度支配,以及对这种支配的反抗。

打个比方,历史上的工人阶级运动,是在大工厂的社会化生产体系中诞生的,与官僚制组织、泰勒制、国家等等联系在一起。每一种社会都有它自己的组织形式、传播形式和技术形式,因此也有它特有的、由社会运动推动的社会变革形式。

而社会运动,历来首先是文化运动:它们作用于社会的文化和价值,作用于人们的头脑,这一点区别于直接作用于国家的政治运动。当然,思想的变革、文化的变化,与国家的变革,或者至少是国家的改良,之间有直接的关系。所以文化与政治无论如何都不能割裂开来。

自发、病毒式、拒绝领袖

这些运动还有一些别的特征。它们在起源上都是自发的。运动一开始,社会动员的那些老面孔就全都到场了,托派、各路左翼、碰巧路过的人。但他们在场,只是因为他们是受正义感驱动的人,是因为需要与不公正的社会秩序作斗争。没有谁在幕后策划,运动就是自发的。

它们是病毒式的。也就是说,一旦开始,它们就以病毒的方式扩散。如各位所知,病毒式传播是互联网时代信息最重要的特征之一。这种扩散从一地到另一地,从世界的一端到另一端,而且彼此之间始终相互呼应。我们知道突尼斯在阿拉伯之春的病毒式扩散中起了示范作用,但我们也知道,冰岛在触发其他运动,尤其是西班牙运动上,起了绝对关键的作用。所以在这个意义上,这些运动既是全球的,又是本地的,有时候还会在全球范围内协同行动。二〇一一年十月十五日,一场针对各种议题的全球示威在至少八十二个国家同时举行,据估算约有七百万人参加。把他们联合起来的,只是九月间通过互联网发出的一个号召,口号简单得不能再简单:「为全球变革而团结」(United for Global Change)。什么样的全球变革?每个人在本地推动的变革,汇起来就是全球变革。没有人组织这件事,只有一声号召,然后每座城市的人各自行动起来。

这些运动不要领袖,不要发言人,谁想当领袖,谁就会被运动排斥。参与者多数受过大学教育,而且并不年轻,西班牙运动参与者的平均年龄是三十五岁,不是孩子。当然,从我的角度看他们都很年轻。但受教育程度相对较高,而在社会中的机会和前景相对较低,这种组合是重要的。

非暴力与叙利亚的转折

这些运动从不诉诸暴力,它们明确地把自己定为非暴力运动。当然,如果坦克、机枪和直升机对着你,到某个时候事情就变了。社会运动的一种死法,就是变成内战。以叙利亚为例,那里的运动有六个月之久是非暴力的,尽管遭到屠杀,尽管在这六个月里有一万人被杀,他们没有用枪回应。直到某个时刻,沙特阿拉伯和卡塔尔在一边,伊朗在另一边,再加上美国和俄罗斯插手,各方合力策划出一场出于政治动机的内战。

运动成果之问

那么有人会问:这些美好的运动难道不是多余的吗?我们身处如此深重的危机,世界的状况糟糕透顶,而他们却在试图重新发明民主,人们可是在挨饿啊。这些运动到底产出了什么?

从运动自身的角度看,至少运动中的一部分人会这样回答:我们一旦开始回答这个问题,就落入了圈套,落入了资本主义和国家主义共有的生产主义意识形态的圈套。历史上每一次的情形都是,用心最好的运动,最后要么落到政治官僚手里,要么被大公司引向歧路,用来扩大它们的利润,扩大它们对民众的权力。

社会运动是非常浪漫的生灵。社会运动注定要死:要么被镇压,要么获胜,然后被制度化。获胜的运动改良了社会,也就被整合进去,成为一套新的管理体系的一部分。这并非无关紧要,可以带来真实的改变。比如妇女运动改变了很多东西,现在还在改变;环境运动改变了很多东西,现在也还在改变。但随后它们就被制度化,不再是社会运动,而成了政党、成了机构、成了政府,等等。

改变人心比进入体制持久

对这一类型的运动来说,最持久的成果不在于它们在体制里做了什么,而在于它们在人们头脑里做了什么。这些运动从无到有,在某些特殊情势下,也有外部政治力量的介入,推倒了看上去不可撼动的独裁政权。这些运动在政治上正扮演着重要角色:它们疏导着广大民众心中的不满和深深的疏离感,这些情绪在政治体制内找不到出口。

如果没有这种疏导,这些情绪就会转向别的可能:转向绝望和暴力,更不必说正在发生的自杀潮;或者转向极右翼的民粹运动,民族主义的、排外的运动。后者正在成为欧洲危机的主要结果之一。在西班牙不那么明显,因为那里有一场强大的运动,但在芬兰,「正统芬兰人党」拿到了百分之二十的选票,在最近的投票意向调查中成了第一大党。宽容、友善的芬兰,第一大党是一个货真价实的右翼政党。在希腊,则是「金色黎明」的崛起,一个明白无误的新纳粹政党。

五星运动的网络实验

最后,在一些国家,我们正在见证一些试验。做试验的不是运动本身,而是从运动中走出来的人和观念,他们甚至在改变某些国家的政治版图。最有意思的当然是意大利。你怎么看待这样一个政党:它拒绝使用电视,决定只依靠互联网和基层。听着耳熟吧?

它的纲领包含很多内容:给每个人一笔最低收入,仅仅因为他是公民;把政府官员和政客的薪水砍掉七成,省下的钱作为小额信贷发给小企业;确保青年和妇女在议会里得到充分代表;当然还有退出欧元区,与欧盟重新谈判。最重要的一条,解散议会,代之以公民大会,在互联网上审议和投票。他们先拿自己做榜样:候选人在 YouTube 上发一段视频自我介绍,然后由网民在互联网上选出。疯了,对吧?可他们在上一次大选中成了意大利的第一大党,按直接投票计算,拿到了大约百分之二十六的选票。

当然,意大利的法律有一条了不起的民主规则:在众议院选举中,哪个党哪怕只多得一票,就自动获得绝对多数。多民主啊。参议院更复杂。贝卢斯科尼弄了一部法律,在意大利被叫作「猪法」,理由不言自明。它复杂到这种地步:谁要是拥有一个强大的少数派,就算输了选举,也能把整个体系卡住。事情正是这样发生的。现在体系被卡住了,因为五星运动和它的领袖格里罗,多多少少正把事情堵在那里。

现在局面又不那么清楚了。因为一个如此松散无结构的运动,没有投票纪律,每个人都按自己的良心行事,所以他们不可能形成统一立场。格里罗气得不行,威胁要清理这些人,可他做不到,因为根本没有组织架构可以用来清理。所以,是一团乱。没错,是一团乱。

新政治形式正在酝酿

但请看得更远一点。欧洲的政治阶层被五星运动吓坏了,真的吓坏了。他们开始想:嗯,要是我们继续对这些事情不闻不问,往后会有麻烦。所以,眼下正在发生的是,这些运动以及围绕它们出现的种种事物,是一批胚胎,是新的、创新的政治代表形式的可能性,它们正在一口大锅里熬煮,新政治的各种方案都在里面。我们只能希望,我个人希望,等到我们品尝这锅东西的时候,味道不会太苦。谢谢大家。
