编者按:本文是曼纽尔·卡斯特在一场网络理论学术会议上的主题发言与现场问答实录。卡斯特以《信息时代》三部曲提出「网络社会」概念,此时刚刚出版新著《传播力》。发言后,行动者网络理论创立者布鲁诺·拉图尔与多位组织研究、传播学领域的与会学者相继提问,就「网络」与「权力」两个概念的正当性展开交锋。本文依据现场录音编译整理。

理论只是工具

卡斯特:谢谢各位的耐心,还要再忍受一场报告。我尽量让它少些痛苦。基本上,卡琳昨天已经讲过我对权力的定义,大卫今天又介绍了我的网络权力类型学,所以我可以讲得很简短,把这件事收个尾。

先给两点提醒,我认为这对我们交流彼此的工作很重要。第一,我对理论抱持一种非常工具性的看法。理论的用处是通过研究来生产知识,可以是各种研究,但必须通过研究。理论本身不是目的。我不是说这一定要成为永恒的准则,这只是我使用理论的方式。因此,一旦某个理论不再能发挥它的启发功能,我就把它扔出窗外,忘掉它。我也建议我的学生这样做,当然也包括对待我自己的理论。所以我接下来要讲的,并不是关于权力或网络权力的终极理论,而是我在研究网络社会中的权力时,最后用到的那套理论。至少在刚出版的这本书所考察的范围内,它对我是有用的。至于它是否真的与我收集的经验证据相吻合,那要交给读者、评论者和同行去判断。请务必明白,我不是要在这里提出一个规范性框架,只是以正式的方式,把我在网络社会中对权力进行理论化的经验说出来。

第二,对我而言,理论也是特定于语境的。我从不认为存在一种关于一切、关于全部人类经验的一般理论。我发展出来的理论,只适用于一种特定的社会结构,也就是我所主张的、构成当今世界关键进程的那种结构,我称之为全球网络社会(global network society)。所以,不参照对网络社会的整体分析,就很难对这套理论作出充分评价。但我不打算用五分钟概括三卷本,那些内容作为背景摆在那里,各位有兴趣的话,我们可以在讨论中展开。

权力与反权力

卡斯特:说完这些,我把几个要点简要归纳一下,供各位参考。

在我看来,权力关系是社会中最根本、最具奠基性的关系,事实上在一切社会中都是如此。因为谁掌握权力,谁就决定各种制度的规则与价值,其余一切由此派生。幸运的是,权力总是遭遇反权力(counterpower)。哪里有支配,哪里就有对支配的抵抗。我要说,这是人类唯一的普遍法则。从来不存在单方面的权力,永远是权力与反权力并存,这正是它有意思的地方。人们达成或达不成的各种妥协、策略与协议,决定了社会的形态,而这些形态因此不断受到挑战,不断演变。所以这是一个非常动态的系统,尽管从个体的角度看,系统有时似乎纹丝不动。但系统在动,一直在动。在这一点上我与布鲁诺·拉图尔深深一致:系统的运动来自个体的行动,个体相互结成网络,网络生成结构,结构凝结为制度,制度塑造人类行为。而这种行为又不断被个体的行动重新点燃、重新启动,个体在社会结构的支配之下,按照自己的计划与利益去动员、去行动,或者仅仅是去生活。

我再说一遍,我把全球网络社会视为晚近历史所造就的一种特定社会结构。它的特征在很大程度上是:关键的社会进程与组织形式都以网络的方式组织起来,而这些网络由基于微电子的传播技术、由数字传输来启动、激活和运作,这一点在很大程度上解释了这些网络的特性。正如我们谈论工业社会时,不能不提到工业社会特有的能源生产与分配方式,我们谈论网络社会,也不能不提到这个社会所依托的技术范式,或者说社会技术范式。所以,是的,网络是根本性的。网络是一种非常古老的人类生存与组织形式,在这点上我赞同大卫,网络早在人类起源之时就存在了。但构成我们生活的这些网络是不同的网络,原因有多种,其中一个根本原因就是网络的技术。

四种网络权力

卡斯特:过去几年我尝试回答的问题是:在全球网络社会的语境中,权力关系如何运作?我和自己的数据、观察搏斗了很久,认真读了大卫的书,又和彼得·蒙赫讨论过这个问题,他基本上摧毁了我关于网络中权力的许多理论。我认为建设性的批评正是生产新东西的方式。最后我至少得出了一个认识:必须区分不同形式的权力,它们都通过网络行使;然后再具体去看,在组织我们生活的那些网络的运作中,每一种权力形式的根本方面是什么。这就是我提出大卫刚才很快带过的那个类型学的由来。我会讲得稍慢一点,免得只是重复他的话。

我区分四种权力:联网权力(networking power)、网络权力(network power)、网络化权力(networked power)和造网权力(network-making power)。

联网权力,指的是构成全球网络社会核心的那些网络中的行动者与组织,相对于未被纳入这些全球网络的人类群体或个人所拥有的权力。这种区分在政策层面相当根本。比如,全球网络经济恰恰建立在这样一种逻辑上:把有价值的人和有价值的地域整合进来,把作为生产者、消费者或者任何角色都没有价值的人和地域排除出去。整个全球经济就是按照这种分段的、可变几何的方式组织的。这对人们的生活来说非常具体。在科学、技术和信息领域也一样:根据统计口径不同,大约两三百所大学生产了社会科学引文索引和ISI索引中百分之八十五的知识。在每一个方面,被纳入者和被排除者之间都存在巨大的悬殊,这是权力的一种主要形式。我们说学术权力,指的就是这个:被纳入这个网络的个人和机构,相对于其余所有人所拥有的权力。

昨天邓·耶和威尔逊向我们解释了这种纳入逻辑。数据一旦按这种逻辑生成,关键的事情就是维持排除:网络内部的人有利益动机把网络外部的人挡在外面,从而维持这种权力。这就是卡琳·巴尔齐莱阐述得非常清楚的网络守门理论(network gatekeeping)。尽管她昨天的报告也展示了这种守门的边界是模糊的,但根本的观念仍然是:通过守门,网络内部的人组成了一个俱乐部,对网络外部的人保持权力,理由仅仅是后者不在网络里。这是第一种根本的权力形式。

但我要说,这不是唯一的一种。我看到的第二种,是针对已经身处网络中的人的网络权力。我对它的定义与大卫在分析全球化的那本书中的定义完全一样:任何社会行动、任何网络行动都需要社会协调,协调需要标准,因此,那些使全球协调成为可能的标准,用他的话说,展现出网络权力。所以,网络权力是标准的权力,或者用我的术语,是传播协议(protocols of communication)的权力,它决定了进入网络后必须接受的规则。在这种情况下,权力不是通过把人排除在网络之外来行使,而是通过强加纳入的规则来行使。好,你可以进入网络,你是俱乐部的成员,但俱乐部有规矩,而这些规矩早已定好。当然,在特定情况下,可能存在一些扭曲规则或者拒绝扭曲规则的流动过程,这又取决于网络内部已经嵌入的权力关系。

第三种形式,我称之为网络化权力。它在某种程度上既是理解权力最简单的方式,又可能是最复杂的。一旦进入网络,网络里有些人对其他人拥有权力。这里我要立刻引入我们刚才开始讨论的权力形式的区分。纵观理论史,权力其实可以简化为两种基本形式,它们当然在所有社会中并存。一种是强制性权力,归根结底是对暴力的垄断,无论正当与否,正如我们昨天所说,最终就是一个拿着枪的人。另一种,我个人认为极其重要,是说服性权力:在人们头脑中建构行动意义的权力。这大致是对韦伯与葛兰西,或者韦伯与福柯的简化。两种权力形式总是以不同比例结合在一起。归根结底,「必要时可以诉诸武力来恐吓,并由社会规范来执行」这一观念,本身也约束着人们感知现实的方式,因此它同样是一种意义建构。但从根本上说,我们都明白,建构意义与强加意志是两种不同的权力形式,它们在相互衔接中结合。

我确实认为,纵观历史,尤其是在我们这个社会,第二种形式,也就是通过话语建构意义的能力,才是根本的。因为主要或本质上依赖暴力及暴力可能性的权力,归根结底是一种弱的权力。是弱的权力。人们改变了对自己生活、对自己所处结构的看法,制度到最后就会改变。「到最后」可能意味着年复一年的苦难、眼泪、酷刑,什么都有,但最终,塑造头脑比折磨身体更有效,不管你能施加多少酷刑。过几年我们再来谈伊朗。

为什么不存在全球权力精英

卡斯特:在这个背景下,网络化权力如何运作?简单的答案,也是我们做研究时常做的,就是考察权力在某一个具体网络中如何运作。所以答案是研究。可以是一个微观的社会网络,我们有很长的传统去确认权力如何运作。以我为例,可以是分析全球金融市场,看权力在其中如何运作,看从监管缺位到被评级机构评估的能力等一系列机制,如何决定全球金融市场的运转方式;而世界上所有的经济权力,全部,最终都取决于全球金融市场的估值。这是我们多年来已经辨认出来的一种特定权力形式,很多人研究过,我们已经有一套相对扎实的理论,说明经济如何受金融市场控制,金融市场又如何受信息动荡以及越来越主观、越来越脱离市场规则的估值机制控制。

又比如分析军事权力,我们可以进入地缘政治分析,看到地缘政治支配与军事权力的网络,可以确认美国处于这个权力的中心,因此这是一个等级化的网络,尽管其中也有联盟、互动和战略伙伴关系。所以在理论上这并不难,实践中有时困难,但那是简单的问题。

问题在于,当我们用更一般的方式提问:在全球网络社会中,谁拥有网络化权力?也就是说,谁是统一的权力来源?这时答案就完全不确定了。因为唯一可能的答案是一个全球权力精英,而这在经验上是错的。我们从未能够辨认出这样一个东西。统一权力精英的概念,也许适用于某个中美洲共和国。有些人,包括美国的一些人,曾经想过这么干。贝卢斯科尼在意大利下了大力气想这么干。但事实并非如此,实际过程总是复杂得多。这并不意味着支配不存在,或者支配是碎片化的。不是。实际情况是,每个社会中存在不同形式的权力,经济的、政治的、文化的、科学的,等等,它们组织在不同的权力网络中,这些权力网络之间又建立起不同的联网关系。但这些关系总是协商出来的,是模糊的关系,不是一种统一的关系。正因如此,区分「权力精英」与「针对特定历史语境形成的临时性、特定性权力精英」才如此重要。

在理论上,这意味着我们必须清楚地知道在各个不同的网络中谁拥有网络化权力,然后具体分析这些不同的网络化权力如何相互连接,而不必把机制简化为单一的支配形式。因为归根结底,你可以说,全球金融市场也许是关键,但它依赖监管;监管依赖政治决策;政治决策依赖政治过程;政治过程最终依赖媒体;而媒体本身在广告上依赖全球金融市场,同时又依赖政府的监管。这不是循环论证,这只是一个多样化的、复杂的政治与权力决策系统,把不同的权力网络连接起来。所以在某种程度上我要说,按照传统方式提出的权力问题,在网络社会中没有多大意义,因为这个社会在各网络的自主性方面是如此分化。但与此同时,对人们如何组织生活的支配与决定,依然活得好好的。而最关键的权力形式,按照我的逻辑,就是我所说的造网权力。

造网权力:编程与转换

卡斯特:造网权力通过两种基本机制运作。第一种,是构成网络、组建网络,并对网络进行编程与重新编程的能力,使得网络的自动化逻辑有利于那些为网络编程的人的利益或价值。举个简单的例子:一九四四年的布雷顿森林体系。或者八十年代在全球经济中确立的华盛顿共识。这就是一个程序。不监管,资本自由流动,这是一个特定的程序。世界贸易组织的成立:商品自由贸易,但劳动力不行。所有这些都不一定是合乎逻辑的决策,它们反映的是随后在全球网络中运行的规则,而这些规则取决于编程者(programmers,就是这个词)对网络进行编程的能力。还有知识产权立法。最终还有技术标准。八十年代曾有一段时间,世界各国的电信运营商试图订立条约,规定信号如何跨越国境从一国传到另一国。从法国传到德国,就得有德国电信与法国电信签署的条约。这实际上就是Minitel的技术逻辑,一个由邮政部门自上而下建立的、完全自我封闭的法国系统,后来被互联网取代了。但当时的逻辑就是如此。那是被编程出来的一种特定标准形式。所以,我这里说的不是标准的权力,而是那些制定某类标准的程序的人的权力。

另一方面,造网权力还有第二种形式:通过共享目标、整合资源来连接不同的网络并确保它们相互合作,同时抵御未参与合作协议的其他网络的竞争。第一种机制是编程(programming),第二种机制是转换(switching)。

所以,权力是有持有者的。这不是一个在网络社会中消融掉的抽象权力概念。编程者拥有造网权力,转换者(switchers)拥有造网权力。编程者和转换者是谁?他们是人,是个体,不是抽象的东西。资本家阶级是抽象的东西,我从来没在街上遇见过资本家阶级,但我认识很多资本家,很多。他们努力推进自己的利益,但他们不能为所欲为,所以他们必须编出一个程序,在他们忙别的事时替他们照看利益。比如全球金融市场,比如一系列制度,比如产权法、知识产权法。然后你在世贸组织里努力推行知识产权,这是根本的,却不去推行环境关切。你看,这就是编程的关键所在。

我还要进一步说:编程者是个体。我们说「行动者」,为了不说「个体」,但我越来越倾向于说个体。这首先是支持布鲁诺·拉图尔的老观点,或者说加布里埃尔·塔尔德的转世:布鲁诺总是从这一点出发,再以个体网络为基础去构建行动者。我看到的过程正是这样形成的。个体从个体出发,相互连接,在彼此之间建立网络,进而建立能实现其利益的结构性和制度性网络。我正在不顾一切地尝试,在安东尼奥·达马西奥的许可之下,最终把这一切扎根到大脑中去。如果我们没有一个经由个体的连接点,就不可能建立一种从大脑通向社会结构的科学的社会观,那样我们就生活在彼此隔绝的世界里,无法以同样的方式看待人类。当然,中间有很多中介,很多很多。但起点以及从个体大脑到社会组织形式与制度的连接,是经由大脑的:大脑与其他个体相连,共同建构网络,这些网络成为行动者网络,行动者网络再对各种网络进行编程。

然后是转换。转换同样根本,因为如果各网络彼此分离,一个社会的支配标准就无法协调一致。所以到某个时刻,金融公司、政治权威和媒体企业的高管们必须找到(我不是说坐在一间屋子里决定世界)某种分享与合作的方式,来组织整个系统。处于这种转换机制核心的人,我称之为转换者,是极其强大的个体。他们利用卡琳在守门理论中谈到的那种「快」,让自己快起来,却不让别人快,去阻断外部世界的快。

默多克与MIT

卡斯特:我做过经验分析的例子,有几篇文章可以参考,是鲁珀特·默多克。默多克是把传播网络、媒体网络与政治网络、金融网络连接起来的那个人。他的政治态度随策略需要说变就变,但转换权力始终握在手中。比如他在美国的一个策略,其实是全球性的策略,就是给共和党提供意识形态,给民主党提供资金,以此实现与政治权力的转换。在英国,他从支持保守党转向支持布莱尔,换来了布莱尔政府给他的监管便利。所有这些连接形式当然都与他的公司新闻集团相关,但新闻集团至今仍由家族控制,仍由默多克本人亲自掌控。

学术科研网络与军事网络之间的转换也是一样。没有与军事网络的连接,MIT就不会存在。其他大学也是如此,但MIT是最清楚的案例。这里没有任何意识形态批判,我只是说,你需要一个转换,在这个案例中它是大学的主动与国防部的主动的结合。你需要这两个网络之间的转换,才能确保MIT在科技网络中的支配地位,它是世界上领先的机构之一,这要归功于它从国防部获得的巨额资金。与此同时,MIT和其他机构为美国提供了最重要的军事权力来源,也就是优越的、并且不断更新的技术。这样的转换是必需的。

观念材料与传播网络

卡斯特:那么,这是否意味着所有的编程与转换机制都是临时性的,我们无法发展出一种整体的理论解释?不尽然,是也不是。如果深入编程和转换的细节,一切都是特定于网络和语境的。但我在研究中发现了一样共同的东西:在所有案例中,程序都是用我所说的观念材料(ideational materials)建构的,用图像、文化材料、观念、方案建构的。换句话说,存在一种共同的文化黏合剂,是最深层意义上的文化。为了能够彼此关联,必须有某种来自观念世界的东西,它塑造了网络被编程和建构的形式。这是福柯意义上的话语。

而观念最终在社会行动者的大脑中物质化,否则观念本身并不存在。观念嵌在社会行动者的大脑里。因此,关键的造网过程,就是通过传播网络连接人类网络。这就是为什么我认为,至少在我们的社会,其他社会我不知道,在我们的社会,也就是全球网络社会中,建构造网权力的根本形式与传播领域和传播网络相关。因为每个大脑都是个体的,但我们所有人共同的一点是:我们用来建构意义的材料,都是从社会化的传播环境中接收来的。因此,对传播网络的各种塑造和控制形式,就在我们接收信息、处理信息、想象观念等方面占据了优势和先机。媒介研究中最古老的发现之一是:就人们建构自身生活的能力而言,媒体做了什么或没做什么,最重要的不在于媒体说了什么,而在于媒体没说什么。这是二分的:你在里面,或者你在外面。这是另一种守门。

媒体长期以来一直在守门。《纽约时报》长期不刊登的东西就不存在,美国三大电视网不播的东西就不存在。明白了吗?媒体的守门功能一直是根本性的。而这正是它现在受到动摇的原因。

反权力:反编程与扰乱开关

卡斯特:这就是我想在结尾补充的。在网络社会拥有这套权力建构机制的同时,和任何社会一样,我们也有反权力的机制,用来对抗在制度中确立、又由权力关系不断更新的支配。因为社会各不相同,人不是被动的,他们尝试别的东西,他们抵抗,他们挑战,他们创造自己的东西。这就是社会有意思的地方,它从不停歇。可能累人,但绝不无聊。在这个意义上,反权力的行使方式是完全对称的。各种社会行动者都在试图重新编程网络。编程,然后反编程。比如,在全球金融市场中,唯一的考虑是盈利。好,那我们把别的东西也纳入进来讨论:在公司股票的估值中,除了盈利之外,还应该纳入它们的生态或环境责任。许多社会运动一直在这样努力,而且确实成功了。或者,如果不直接作用于全球金融市场,就作用于公司被感知的方式,比如因为耐克使用童工而抵制耐克,直到耐克和其他许多公司停止这种做法。于是,一系列来自公民社会和社会行动者的新标准被引入跨国公司的程序,改变了「盈利是公司唯一程序」这一程序。以至于后来公司开始把社会责任当作一种二阶手段,用来增加利润。你们明白,是通过扩大市场份额来增加利润,但与此同时,利润估值的形成机制已经变了。

或者,以更根本的方式:原教旨主义者引入人类行动的程序不是金钱的力量,而是上帝的力量。如果你在社会逻辑和人们的头脑中植入「上帝的价值比股票的价值更重要」,那就彻底改变了社会据以创建的程序。我们当然可以不同意,可以挑战,可以为此愤怒,但这是一个不同的程序。不只是在伊斯兰国家这些通常的嫌疑对象那里,我马上说完,在美国也一样:请记住,美国选民中有相当大的比例,大约百分之二十,是福音派。他们因此在系统中引入了别的东西:比起国家的治理、经济的繁荣,上帝更重要。这就是程序的改变。

最后,就转换机制而言,反权力的形式还包括扰乱开关,扰乱关键网络之间连接处的关键开关。比如,人们动员起来改变布什政府时期联邦通信委员会在网络中立问题上的做法,动员实际上阻止了一系列决定,彻底扰乱了美国政府、美国国会与产业界之间的那种转换,迫使他们必须考虑公民的传播权利。

归根结底,对网络中权力的抵抗,也是通过网络、借助网络进行的。组织形式同样是网络,而且已经彻底改变。不再是工会,不再是群众性政党,而是不同类型的运动和行动,或多或少自发的、以网络方式组织的集体行动。我们对此不必太惊讶,因为社会运动与社会抗议的历史告诉我们:社会依照权力关系组织自身的方式,会生产出反对者用作抵抗渠道的组织形式。例子:十九世纪和二十世纪初的工人运动诞生于大工厂,诞生于早期工业社会典型的工业组织结构之中,所有关键的工人运动都在那里组织起来,把生产的社会化当作组织劳动与斗争的社会化的方式。所以,在一个支配通过网络运作的网络社会里,抵抗也通过网络运作,最终是网络对抗网络,其逻辑是各种文化材料在人们的头脑中争夺,方式是连接或断开人类的大脑、人类的组织网络,大脑网络、组织网络与文化网络。这就是我八年工作之后的发现。非常感谢。

问答:个体还是集体在编程

主持人:我们把提问开放给各位。

提问者一:我有一个关于转换者和编程者性质的问题。您强调他们是个体,这很重要。那集体本身作为转换者呢?我不想用「共同体」,这个词对我来说太重了,但有些集体在创造模式,通过创造模式,它们就在创造转换者,或者在编程。维基百科就是一个很好的例子,那是一种集体性的努力,每个人贡献一点,构成了一种新的内容结构。为什么只看个体,不看集体?

卡斯特:这大概不只是术语问题,而是你如何看待行动者的形成过程。因为在根源处总是有个体,对吧?然后才是二阶、三阶的互动。个体组成集体。但这些个体如何以及为什么组成集体,集体相对于个体产生了什么结果,最终都取决于个体。我唯一要补充的是,并非所有个体都是平等的。拿两种集体行动为例。一种是自发的抗议网络,如今世界各地围绕移动通信、推特等等不断出现这种形式。那是一些个体,因为回应某个人或某件事,突然形成了一个集体。这我们能理解。另一种是更有组织、更稳定的集体,比如刚才说的美国那场针对联邦通信委员会的运动。一些个体先开始,然后形成一个松散的结构,非常松散,其他个体因为认同这种信念,或者延续这种行动趋势而加入。然而,谁加入、为什么加入,可能改变这个集体。所以它永远不会是自上而下的权威,而是先行者与其他人之间一种持续的、模糊的关系。顺便说一句,社会运动研究中一直没有研究好的一件事,就是在社会运动壮大之前,运动里有哪些人,他们是怎么做的。谁是发起者,谁是推动者。那些发起网络、网络再成为集体、集体再成为集体行动的人,非常重要,不能简单地把他们消解为运动的一部分。他们的特征很重要,一部好的社会运动社会史必须弄清楚是谁、为什么、在什么条件下做了这些。

第三种权力是当代特有的吗

提问者二:曼纽尔,我很欣赏这些区分的清晰性,以及你把四种权力相互关联的方式。不过在我看来,第三种,网络化权力,相比其他几种,也许不那么典型地属于全球网络社会。这种由相互竞争的权力构成的多元系统,如果我想想意大利文艺复兴:有美第奇家族的金融网络,有梵蒂冈的媒体网络主宰着当时的意识形态,有法国国王雇瑞士雇佣兵入侵米兰。这些都是相互竞争的权力。那么第三种权力在什么意义上是我们这个全球网络社会所特有的?我没弄明白。

卡斯特:你说得对,但它确实不是特有的。我说的话不能反过来理解。我并没有说这四种只存在于网络社会。其他三种更依赖技术,但我甚至不在乎它们在别的社会存不存在。我说的是,在我观察的这个社会里,这四种网络权力形式存在。至于其他社会存在什么,那是历史学家的事。

提问者二:但网络结构并没有塑造第三种权力,是吗?

卡斯特:网络结构确实塑造了它。

提问者二:可是权力的竞争在其他社会也存在啊。

卡斯特:不不不,这不是竞争的问题。回想我刚才想说的。人们一听到「网络权力」,第一反应是:好,但网络内部呢?网络外部的权力大家都同意,很好理解。经过在座几位的出色工作,大家都同意,被挡在门外的人,或者被暴力挡在门外的人,不在网络里,没有权力,等等,直到他们冲破大门,当然。但接着人们会说,那网络内部的人呢?我们怎么知道谁掌权?我的回答是完全相对主义的:取决于网络。取决于网络。我唯一想说的是,这些网络可能连接也可能不连接,重要的是程序,那就是第四种。但说「取决于网络」,意味着取决于特定网络的目标、构成和网络的技术。所以技术在这里是重要的。网络化权力没有一般性的定义,但它存在,它是一种权力形式。我的基本回答永远是:具体情况具体分析。我想我明白你的意思,这是个好问题。

拉图尔:我想同时反对你们两位。

卡斯特:好。

拉图尔:「网络」和「权力」,这两个词都没有什么启发性,也许我们可以把两个词都扔掉。先说权力,我的第一个问题是:什么不是权力?也就是说,把权力拿掉,我们损失了什么?再说网络,我已经开始厌倦这个词的用法了。因为你实际上指的,如果理解正确的话,是电子中介的社会行动。对吧?当存在电子中介,某种社会技术的电子中介时,那才是真正新颖、原创的东西,对吧?我的困难在于,「网络」这个词在社会理论中的扩张,在我看来很大程度上是另一回事。想想看,十五年前,网络是用来研究黑手党的,用来研究弱连接的,非常边缘。现在它成了霸权。我们必须理解为什么,而我不同意你的解释。在我看来,原因恰恰是社会能力和认知活动变得可追踪了,于是我们把一切都看成网络。所以我们并不是在研究某种特定的、姑且称之为电子中介的东西。如果我们现在把医学当作网络来看,恰恰是因为我们解释每一种现象的方式都发生了变化,而从前那些现象是用地域、用社会、用宏观研究来理解的。你明白我的意思吗?

卡斯特:不不,一个一个来没关系。

主持人:好,约翰,请。

提问者三:整场会议贯穿一个基本主题,今天又听到了,就是被排除在网络之外的人权力较小。我要说,这并不总是对的。事实上,一个网络,进而它的成员,权力可大可小,取决于被排除在外的是谁。有时候,被排除的成员恰恰是强有力的行动者。网络之所以形成,是因为权力较小的行动者试图发展某种反权力来弥补。比如小企业网络就是这样。我做过的另一项研究是警察组织,几十个城市建立了一个网络来共享毒品贩运的数据,但有一个大城市拒绝参与,而它恰恰握有几乎全部数据。它被排除在网络之外,却比网络本身强大得多。我想知道,理论如何容纳这样的图景:被排除者可能权力小得多,也可能大得多。

卡斯特:这个问题在原则上是理论的、抽象的,但其实没那么抽象。网络一旦有了明确的目标、程序和一套操作规程,就会非常高效地运作,几乎以自动化、自我调节的机制进行纳入和排除。市场就是一个网络,对吧?市场是一个网络,可以有不同的目标和操作规程,取决于政治网络的监管。所以归根结底,编程者是那些连接在网络中、与制度史相联系的个体,他们能为某一特定网络编程它的目标和操作规程。转换者则是那些在不同网络之间建立协商和协调、把其他网络排除在协商之外、并建构出某种东西的人。如果默多克能够与英国的政治体系连接并把布莱尔整合进来,那就意味着《卫报》会被排除在外,BBC会开始遇到麻烦,甚至是真正的麻烦。这是一种特定的转换方式。我用默多克,是因为他很清楚,但还有更多、更有意思的协商形式。首先,我可不确定我、彼得或诺斯就没有某种支配形式,我们的学生可以作证。不过,有一个网络出于显而易见的原因很少被探讨,你会告诉我那个原因是什么,就是学术科研网络与商业网络之间的连接。它们实实在在地制定议程,为大学编程。大学突然开始研究网络,比如说。为什么?因为企业对网络、对知识产权极其感兴趣。每次我和那些大亨谈话,他们都想知道人们在脸书上做什么,对吧,乔纳森?人们在互联网上怎么行为,这里发生了什么,那里发生了什么。只有当有人提醒「可我们要的是自由的互联网、自由的一切」时,才会出现分歧:如果是互联网公司,他们支持自由的互联网,没问题,为了吸引流量;如果是媒体集团,就开始有问题了,他们只想谈知识产权。所以,网络的转换,谁在做转换,谁是其中占支配地位的转换者,对所有网络的实际生活都有巨大的影响。坦率说,我想要做的,就是让我一直在探究的这类问题,在社会各个维度的权力实践中都非常接地气。但关键点确实是珍妮特刚才说的:是哪些网络。排除不是「在互联网里的人」和「在互联网外的人」,那是明显的排除。如果我们谈的是一般意义上的网络,那么问题是:哪些程序真正把其他网络排除在重要功能之外,或者哪些程序实际上创造了一个反网络,最终能以更有效的方式组织竞争。

公民联合案与权力研究的处境

提问者五:我想换个角度,不问学理分析,问您的看法。最高法院最近的裁决,实质上让公司在言论自由以及由此引申的一系列问题上与个人同等强大。您刚才说是个体在编程,但现在也许更多是非个体,用您的话说是合作体、集体,或者别的什么说法。我觉得这对游戏规则有很强的含义。

卡斯特:你是对的,基本上你是对的。我只想说,公司归根结底是由个体来经营的,是聚合在董事会、各种集体中的个体。

提问者五:这些聚合起来的管理团队,直接参与了此前被禁止参与的形式。

卡斯特:是也不是。技术上你是对的,但你知道,他们从来没有停止过参与:游说、打包捐款,各种机制。我倒要说,这个裁决在某种程度上是一个网络,也就是司法网络,被政治网络接管了。这个政治网络不一定是现任政府,而是早已植入那些最高法院大法官头脑中的政治观念。当政治网络眼看要失去某种控制时,他们试图在司法层面重建另一种控制,把金钱与政治过程之间连接的大门打开,不再守门,以此替代原有的过程。不过,如果你想说并非任何时候都是个体行动者,你是对的。我只是努力保持与个体行动者的某种联系,否则我就无法连接到达马西奥的大脑研究。因为从个体大脑跳到集体大脑,事情会复杂得多。现在已经够复杂了,那个问题得由他们去解决,不是我。但这就是我为什么仍然努力保持某种连续性而不是断裂:这边是人,那边是社会。这大概是你我为数不多的共识之一:个体与社会的对立困扰了社会科学家一辈子。我们甚至创造了心理学,而不是直接说「对大脑和人格的临床研究」,就是为了在社会结构需要个体化的时候,造出一个中间范畴。但我希望有一天我们能摆脱心理学,直接只有神经科学和社会科学。

提问者六:不是问题,是评论,我也不想它成为最后的话。我想接着布鲁诺的观点说下去。毫无疑问,权力在当代社会科学中是一个可悲地被忽视的现象。多年前吉姆·马奇写过一篇很重要的文章《权力的权力》,大意是说没人能测量它,我们是不是该放弃研究它?奥利弗·威廉姆森一九八五年出来,管它叫什么来着?「胡扯」。就是我们不看的东西,因为它如果存在,显然就是低效的。你拿起一本《美国社会学评论》,十年都找不到一篇关于权力的文章,明白我的意思吧?这很能说明问题。但与此同时,我想我同意布鲁诺:把一个现象和一种理论搅在一起,我不确定我们能得到什么。所以,把这个演讲叫作「权力的技术」而不是「权力的网络」,我会同样高兴。很多人当初研究网络,是因为想更贴近行动,想捕捉流动,做了某种关系转向,那是一种社会理论的视野。我能想象,你的编程者与转换者的观念,对古代美索不达米亚、对文艺复兴的佛罗伦萨、对当代洛杉矶同样有用。这些概念本身都很有价值。但我看不出,把现代技术中介的关系当作「权力的网络」来思考,我该从中吸收什么。它看起来只是权力的一种形式。我就说到这里。你怎么看?

Uh, well, basically, uh, Karin, uh, gave my definition of power yesterday. David gave my typology of network power today. So, I think I can keep it very brief. And and and and finish off the matter. Uh, let me just, give you a couple of warnings which are, I think, for me they are important in terms of uh, our the communication on our work. For me, I have theory as a special. I have a very instrumental view of theory.

Uh, theory is useful to produce knowledge through research. Different kinds of research, but through research. It's not a goal in itself. I'm not saying this is a not something that has to be forever equal. That's for me how I use it. And therefore, uh, anytime that some theory doesn't necessarily fulfill its heuristic role, I just throw it through the window and forget about it. And actually, I I advise my students to do the same, including certainly my own theory. Uh, so, what I'm going to present is simply not is not the the definitive theory but power or network power, but the theory that I have used at the end of my research on on power in the network society. And and that at least in what I have investigated in the book that was just published, uh, was useful for me and is up to the readers, commentators, colleagues, uh, to see if that really makes sense in relationship to the empirical evidence I gather. It's never, uh in my opinion, a general theory of everything and then the entire human experience. For me, theory is a specific to context and the theory I have developed is specific to the type of social structure which I propose that it's uh um characteristic of of the key process in our world, which I call uh the global network society. And therefore, it's difficult to really evaluate too much of it without referring to the entire analysis on the network society, but since I'm not going to summarize the three volumes in 5 minutes, uh this is in the background and we can engage in the discussion uh if if you are interested.

Um of course, power relationships are are, for me, the fundamental, the foundational relationships in society and in fact in all societies. There's just no question that power is is a sadly, uh, understudied phenomenon in the contemporary social sciences. Years ago, Jim March wrote this very important essay, The Power of Power, where he essentially said no one's been able to measure it, should we dispense with studying it? And and what is fundamental for me is that because ultimately the most important form of power is the construction of meaning in our minds through discourses. We have entered only recently in in in a in a world of constantly immersive, interactive, multi-textual communication system. And that's that's new. That's historically new. And because discourses shape minds and discourses are based on the communication environment, if the communication environment changes because of the technology of communication fundamentally changes, then it's a new form of power that we have to investigate.
